Advice wanted-full head foils or bleach?

Hi there !
I have spent the last 2 years getting full head foils to lighten my natural colour which is a very light mousey brown. Currently it is the colour of the two first pictures in the pink dress. My ultimate 'blonde goal' is the 3rd pic. I don't know if my hairdresser just doesn't do enough foils or spaces them too far apart but I feel like my regrowth never really gets covered with foils and my hair isn't getting any lighter. I understand partial regrowth is left which adds to the natural look (my roots only stand out when hair is up) but my question is whether or not it's a good idea to just go for it with a scalp bleach or if altering my full head of foils in some way will help to get my hair the colour I want. I also currently get an ash toner over the top of my foils. What do you think needs to be done in order to achieve the 3rd pic from what I have no ? TIA

Looks like she uses more than one colour?

I wouldn't personally full head bleach you hair it looks quite fragile and long (unless you want to chop if off?)

The weaves look very fine too?
 
I think you'll always feel as if you have a slight re-growth, depends how close your foils are. maybe have slices aswell as weaves? if you don't want a highlighted affect then you you'd go all over. :)
 
I always get just the one colour in my foils but unfortunately my hair does develop a few different shades/tones on its own. Believe it or not my hair is quite thick and strong for the amount of bleaching it's been put through with the foils but I'd put that down to regular treatments and trims. I'm not sure what you mean by weaves/slices ? :)
