Bleach then tone.

to me personally, it doesnt look like it has been balayaged(as they true balayages are not usually ombre), it looks like its been chatouched or 'foilage' as the client is very dark, the balayage technique with foam wraps, cling film or even overlaying foils will not give you the lift required unless you fold the sides of the foil which put pressure on the surface of the hair and would lead to splotching. If it were me, i would take triangular sectioning, blackcomb and paint over a foil in either a V or W using blondor blue powder lightener in 20-30 vol and develop for the full 50 minutes or until lift required is acheived, and tone with maybe 9/7+8/7 illumina, but that is something youd have to decide depending on the lift acheived. around the face, foil a faceframe as desired
