My guess is because freehand bleach is usually more aggressive to allow it to lift open air. Same reason you wouldn't use it in foil-the added heat would cause some serious damage.

There are some brands that you can use the clay on the scalp. So must be specific to certain brands.
 
I don't know that answer for that specific brands but there are two reasons that it can be:
a) product performance - the best on-scalp lighteners have a creamy consistency, rather than a thick clay which will dry out and cause lifting issues.
2) scalp irritation - off scalp lighteners may contain certain persulfates in higher concentrations to increase lift, but will cause irritation and in worse case chemical burns. Added to the fact that balayage/clay lighteners are often designed to be used with high developer strengths, could be a recipe for disaster in some cases.
