Color going darker but wants highlights

I'm sure there is an easy fix, but I'm having trouble wrapping my brain around it. My client is a natural level 6 and she goes darker to a level 4. She has an inch or so of regrowth. She wants to continue doing her base color but wants to add just a little highlighting especially around the face. My question is when doing the highlights should I lift her virgin root area with a lower volume developer and bleach at the same time applying a higher volume and bleach at the mid-shaft and ends? (to cut through the color to get an even highlight)... Then flood her color between the packets. Or should I just color her first and then do highlights over top?

I'd use bleach and 3% on root and bleach and 6% on mle! And then tone afterwards

Take a strand test to see how well the mle lift with bleach and 6%
 
If you have the time, then I would darken the roots first for sure - to minimise the amount of corrective toning.
 
On a base 4 you probably wouldn't want the highlights to the scalp anyway, but I would still tint, rinse then balayage/ tease & foil.
