Colour help

Hi all . I'm doing a client this week who has been dying her hair with a blonde home dye she's about a level 10 with level 6 roots. She sent me a pic that isn't too much of a difference saying she wants her hair like this (attached the pic) because she likes it being more natural looking.

My question is how do I go about doing colour? She says she wanted her roots done and toned down but in the pic I'd say it's more highlights and lowlights. I keep complicating things for myself by over thinking it. Do I just use a low vol bleach for roots and tone all over or do high/low lights and use tint inbetween?

It's hard to see what the root are is like in this picture. But it looks like there's different tones running through it. I'd go with something on the root too match what she has now, and a low developer with bleach foils to clean up some sections, highlights on a diagonal.
