Colour not taking- me or the hairdresser?

Last time I had my hair coloured I decided to get rid of my highlights in favour of an all over colour. Previously I had been having a t-section highlight with the rest if the hair dyed a warm light Brown colour (hairdresser says its dark blonde but I would say its more brown), so the hairdresser just used the same base colour as I'd been having before and did the roots then took it through all the rest of the hair for 15mins or so at the end. It looked great at first, but the first time I washed it there was a big colour change, which I thought was odd. It seemed ok after that but my hair has been getting lighter and lighter as time has gone on, so that now (2.5 months on) I have darker top parts of my hair and blonde lengths- you can see all the highlights almost like it wasn't dyed over.
Is there a reason why the colour wouldn't have taken to the old highlights? I would have thought that the more pourous highlights would have sucked the colour up?
Is it more likely that the hairdresser used a semi permenant colour and charged me for a permanent?
They use inoa colour if that helps.

Inoa is permanent so they haven't tried to pull the wool over your eyes. If the cuticles are damaged on your highlighted hair then it won't hold colour as well and would fade like you describe.
 
The old highlights will be porous which means they will throw out the colour quickly, the end need more pigment added before the colour is done and it could take a couple of times before it stops fading, im surprised your hairdresser didn't warn you it would fade quick due to the highlights, have you only had the all over colour once and not been back for the 2 1/2 months :)

No-one said it would fade more quickly, or suggested anything like that.
I will see what they say when I go back. Would the best option be to have the highlights pre-coloured and then have the 'real' colour I want put over that? Is there snyrhing I can do to prevent colour fade?
I wasn't trying to be mean when I said about using semi permanent and charging for permanent, it happened to my mum is all.
I normally only go to the hairdresser every 3 months as colour has never really needed doing more often than this, but guess I might have to now.

After you've had highlights for a good while, as stated above, your hair could be damaged, but without seeing the condition of the hair we won't know, but it will take some time for the colour to build up so it will fade quite quickly yo start with x
 
Its called pre pigmenting this should have been done before the first colour was put on, there are lot of different was of doing it, you could be charged extra for this, but they should have defiantly told you the colour would fade, and the permanent/ semi thing I would have been used a quasi on you as they tend to hold better permanent on the roots if needed, you pay for a colour service as a hole, if you had came to me and said I want an allover permanent colour on this to cover my highlights I would have explained to you that it's just not that simple and talked you thought what should be done then given you a price
