Looking to order some of these as they look gorgeous but as I've never used pigments before I have a couple of questions if anyone could help.....
Are they applied to a tacky colour layer? And is a certain colour best as a base? Ie white?
Also what is the best tool to use to apply?
And then top coat with gel polish top is ok to use?
