Dark to highlights requires correction

I have a client who has dyed her hair to base 2, home colour with Colour build up.
Done full head foils now on 2 occasions. she wants to go for a blonde highlighted look. But due to the colour build up on the ends, the ends don't lift has light has the root/mid lengths. Would say the ends would have lifted to a orange 9.

Would 10.1 with 3% neutralise the orange on ends. Or is a base 9 not light enough to use toner.
 
i did something very similar yesterday, she wanted to go lighter but strand test said otherwise, the colour wouldnt shift. It wouldnt even want to go lighter, i had a sneaky suspicion it could have been a henna dye. You could advise either to cut it off, or go darker for a little while. Toner will mask it for a while, hopefully refreshing it a bit. You could attempt to neutralise it but the ends of her hair, have absorbed so much colour, it could take several attempts to get it right, imo just tell her off and say how shes ruined her hair!!!! xoxo

If I could only lift to a 9 I would use a 9.1. I wouldn't use a toner lighter than the lifted shade but that's just me.
 
I have a client I do the same thing on, whenever I've put a toner on,it hasn't touched it, but got to say the sun is helping lots at the mo!
I actually did a test on mine last night, it is a base 4-5 professional colour I must add, anyway I used Affinage colour eraser, had to do it twice, I then applied a base 8 for a result of 7, then added hi lights with Affinage Ice Cream hi lighting powder. Wat I now have is a very warm 6-7 with creamy hi-lights. Im thinking of trying that on her. It will need doing again, but last time I did this the sun did a good job of lifting more. Problem is I find being mobile clients won't pay the money, that process took me 5 hours, ok I was cooking dinner, had shopping delivered, shouting at kids etc, but that happens with clients all the time. I shy away from colour corrections as I feel as soon as I tell clients a price they moan. Last night in products alone was just shy of £40.

Feel like I'm rambling now x
