I'm looking for some advice really, i know someone who has no qualifications in nails or beauty and has started offering cnd shellac treatments she is using fakes bought from china and has openly admitted this to a select few to check whether she should be, who would you report this too? I'm concerned that she will be damaging people's nails because who knows what's in those bottles

There's nobody to report this to as far as I know.

She will invalidate her insurance if something goes wrong so it's worth telling her this.

She's unqualified and using fake products... do you think she has insurance? [emoji23]

Unfortunately as it's an entirely unregulated industry here in the U.K. it's up to clients to check that the therapist they use is suitably qualified and insured and is using good quality products.

Word of mouth is a wonderful thing and a bad reputation spreads 100 times faster than a good one. Put it out of your mind as there's really nothing you can do (frustrating as that is), and let her work speak for itself.
