Gelish dip top coat

My Gelish Dip Top Coat dries cloudy. Can anyone help. I've tried several times now, what am I doing wrong?

You have to keep the hand still while it dries. If the client moves their hands too much it dries cloudy and bubbly looking. I can't remember why but I remember Jazz saying something about it in one of the nail harmony live demos.
I do one hand then get the client to lay it flat on the desk then do the other hand. x
