I have thick naturally curly hair, but it seems to behave in the opposite way to what I would think it should.

I have it layered and the reason for this is so that the shorter layers can bounce up and be nice and curly like the longer layers (so there isnt any weight pulling on the top layers).
But, the top half of my hair has a wave, but nothing like the lower half which is lovely curls. Its more fuzzy and big as opposed to curly.
I dont understand why this is.

Not really meant to say anything, but go to your salon and ask for some curl enhancer to use in wet hair. Xoxo

What do you mean: 'not really meant to say anything'?
I have some curl enhancer, is that all it would take?

i had a young client like this a few weeks back, lovely ringlet curls yet the top layers were flat & lifeless. Try appropriate products for curly hair (mentioning no names) but something professional. Other than that maybe a permanent wave to enhance your natural curl?
