Hair toners on bleached hair

Hi there

My normal hairdresser is off work at the moment so I had to use another hairdresser in the salon.

I normally have bleached highlights then a toner on top but I find the toner wears off and so I have to use silver shampoo.

This time I said not to use the toner as ut costs money and wears off

My hair is not as clean (White blonde) it's a bit more warmer

Is it cause I didn't have the toner and why do they use toners when they wear off?
