Hair wouldn't take a grey shade, need some suggestions please

so my client has an artificial warm colour 6 in depth on her roots and blond middle ends to ends. she wants to get lighter and ashier roots. So I highlighted the root area with baby lights and after that it turned out between 7-8 in depth so it's like warm dark blond kind of colour. Question how to turn these roots to a 7-8 ash.
 
What did you use to lift the colour and why didn’t you lift it a bit lighter?
 
I have lifted it with 6%. and she kind of want the roots to be still darker than the blond ends. something like this.

You won’t get that from toning a 7. You need to lift it to around a 10, then tone, if you want that sort of colour.
 
so is there anything I can do to get at least a bit closer to that without lightening more? If I'd put a 7 ash would it cancel the warmth a bit?
 
It might neutralise the warmth to a degree but it will look darker.
