Highlighting cream

Hi I have some and am wanting to use it, how's best? Do I do my make up, finish with powder and then apply? Or before powder? And where exactly should I put it? I've looked on utube but there's lots of different ways people are doing it and wondered what is best? X

If it's a cream or liquid highlighter then it goes on under powder, if it's s powder highlighter then after powder.

You can apply it in a number of ways really but most commonly, top of cheekbones, underneath brows, above cupid s bow on top lip
