How to get this effect?

Hey lovelies. I've seen a video on Instagram of a gorgeous nail effect, and I can't figure out how it might have been created.
I've attached a screenshot which could give you an idea of the colour effect...would love it if you could have a lil look and see what you think!

Some dust has been burnished onto the gel polish to create this effect.
There are lots of different brands offering these now.
There's holographic, chrome, chameleon etc.
Magpie Beauty, and eBay sellers Gliterarty nails and the colour shack have lots.
