Is gel supposed to create a lot of texture?

I wanted a spiked up look and used gel but instead of creating spikes from groups of hair, it just separates the hair to many little spikes. Did I do anything wrong or is it the wrong product?

I would try more of texturiser paste I personally love redkens rough paste or Matt clay, gives a more natural finish.
