Lightener or permanent color?

My client has level 4 virgin hair and she wants to be a level 6-7. Would it be healthier for her hair if I used permanent hair color with 30/40 volume or lighten her with the most gentle developer we have and then toner her?
 
If it’s virgin hair, just use permanent colour.
 
Hi everyone. Yes I have a client, base 4 like yours, I use wella koleston first apply all through, 7/11 and 6%. Leave the roots out at first, let the colour process for 15 minutes, then go back through and apply left over mixture through the roots for about a further 15 or 20 minutes. Wash out and dry off. Then I do blondor foils with 6% and lowlight in between blondes with lowlight of wella colour touch 1/2 7/1 1/2 5/0. 1,9% Then after the hilight fools come right up to light blonde, it all gets washed off & toned right down with ct 1/2 6/0 1/2 7/1 & 1.9%. Bit of a process but looks greatly faded to a nice JLo type bronde
