Pastel toners on bleach Highlights

Today I did some highlights and then applied. 10.16 with pastel toner, but I only left it on for 5 mins has this was lifting the clients natural hair on the roots!! What percentage is the pastel?? What Toner should I use so that it does not lift root area? I use wella
 
Pastel is 3% (10 vols) which is correct for pastel toning.
Normally you should watch toners visually until you are satisfied with the result.
Usually this can take anything from a few minutes up to 20 mins.

What level are her highlights.
If they are very pale yellow, your toner should take fairly quickly without any risk of lightening the rest of her hair. :|
 
The highlights where done with the spatula bleach and 9% lifted to a level 12 with warm tones. So I used pastel toner 10.16 to counteract yellow tones. yes it has got rid of most but a better result would have been achieved if left on longer but I was scared that the clients virgin hair would have lifted more, clients natural base is 7.

The client was really happy with results has she was a level 2 previously and this the 3rd time she has had a full head of highlights to get more blonder highlighted result.

If i was to leave the Toner on full 20 mins would it gave only lifted her virgin hair one shade??

I am just going back into hairdressing after 7 year break.. All help greatly appreciated. Thanks in advance !!!
