Where can I get training for up to date perming skills
To achieve looks like this

I did perming on level 2 and advanced perming on level 3 at City of Bristol College so you could start by contacting your local hairdressing colleges to see if they offer any stand alone perming courses. Otherwise google hair perming courses and your county or city and see what comes up?
You probably only need a 1 day course to learn the theory behind the different types of chemical perms and the main roller patterns and then you need to practise putting the hair into different sized perm rods making sure you get the sit and tension right.

I have been hairdressing for 20 years and very confidant in perming but I would like to think there has been some new advance techniques created for more up to date looks
I can do direction, 9 section, piggy back, spiral I have used mouton browners and traditional perm rods
But to create these modern root lift looks seem to need some thing different.
 
The only other main winds you’ve not mentioned are hopscotch and a root perm.
You can perm with any type of roller so for instance, you can use ordinary plastic setting rollers for a looser wave on longer hair.
On level 3 we were encouraged to experiment using different objects to wrap the damp hair around on our headblocks to see the different wave/curl effects. I used different sized cotton thread reels with the clips you use for heated rollers on one attempt and another girl used coke cans.

The other aspect is the different perm solutions and novelty trends such as the digital perm.
