Shellac is very well known where I am but for starting off with costs maybe Vinylux. I'm in the process of building up a clientele at the moment so its quite tricky.
Will you be offering anything else alongside Vinylux? Extensions etc?! Or is that gonna be your main treatment?
If it is, I'd definitely look at starting with Shellac first. It's a higher start up cost but you can charge more for it so you'll make your money back just as quick. Start off with a few colours and once you've earned enough to pay for them, start building your colour selection.
If Shellac is popular in your area, you will probably have trouble just selling a regular polish mani.
If you're using Shellac, you should be using the CND lamp as that's the only way you can guarantee a full cure.
Did you train in Shellac specifically? Or just a gel polish, as this should've been covered in your training.
You'll have to check with your insurance if you do choose to use another lamp. As it would be against manufacturers instructions, they may not cover you.
I would offer shellac first, that's what I'm doing, it's rare I get asked to do just a polish manicure, everybody wants the lasting power of a gel polish. I bought the cnd lamp from sweetsquared, so worth the money it's excellent!
