Skin irritation from shaving

Hi guys,
first of all I just wanted to say I'm not a beautician, I cannot give any advice!

So I'm a very hairy 17-year-old guy. I used to wax my legs for about 8 months, but I found this IPL laser studio that was affordable. (And it works!)
I used to wax because I get so much skin irritation from shaving that I'm not able to wear shorts the day after shaving. But I'm lasering now (Had 3 treatments out of 8), but that means I'm not allowed to wax. :(
However I'm going to Rome in about two weeks and it will be HOT over there. I'll HAVE too shave.
Do you guys have any idea why I get this irritation?
I scrub the day before shaving to make sure ingrown hairs aren't ingrown anymore. I only shave once a 4 days. I use gilette razors, and I use the blades only 4 times to make sure they are still sharp. I do not use shaving gel because it irritates my skin too much, thats why I use a conditioner. I also shave with the grain, but after that against the grain because otherwise my legs wouldn't be smooth.

Please I'm so desperate, I love my legs and I do not want to walk in a hot city with long jeans for a week.

(I know I'm not allowed to exposure my skin to the sun with IPL, but I'm using a 50+ sunscreen and put it on my skin every 2 hours. I naturally never ever sunburn)
If you could give some advise I would be so thankful.

Have a look at ShaveDoctor products ... They make a huge difference to shave irritation / rash.

I have done cut throat shaves on guys using the products who are convinced by the end they will be red with lumps. No irritation!

I know some salons trained by Mark (ShaveDoctor) also offer cut throat leg shaving it is so effective.
