Toning highlighted hair

Would using a wella pastel toner on highlights only touch the bleach. Would it not touch virgin hair in root area?

I thought that this would be ok if the clients hair was a base 8 and darker but my friends an hairdresser also abs says not, who's right??

The virgin hair depending wat depth the natural hair is and wat strength peroxide is used..
