Toning with Wella Illumina

Hi,
I have a client which i bleached her ends 2 months ago,she was dark brown,it came orange, of course, now I am planning to rebleach it, to lift it more so I can apply 10/69 and 9/60 wella illumina to tone, my question is about the developer strength, I am not sure if I can use 1.9% or pastel, 1:2 ratio to obtain the lightest and long lasting result, hopefully very ashy.Also if I can apply on damp or dry hair!!Thanks

To tone with illumina you use pastel, but that is 1.9% now. 9/60 is very violet just watch it like a hawk!
Always tone on damp hair.
