Very sensitive skin under the nails

For a very long time, I've had this problem when cutting my nails. The nail clipper would always clip down on almost transparent and very sensitive skin, and it would keep me from every going farther. In the picture provided, I was able to file the nail of my thumb to show the very sensitive skin that was once underneath the nail. I'm now really uncomfortable about using that thumb anymore since it's just that sensitive. Can someone please explain this and/or give a solution?
