so I've been having my legs waxed for over 2 years and my Hollywood done about a year. Every 4ish weeks.

I'm Caucasian and fair. Although fairly hairy.

After 7 days I get really ugly ingrown hairs, mainly where I've had the intimate waxing.
I body brush regularly and moisture 1-2 times a day.

After 7 days I don't feel my legs are ok enough to have them on show. I really try not to shave inbetween. I've probably only done it twice in the past 12 months.

Could technique be the cause of noticeable regrowth and ingrown hairs?
 
It's possible the technique is breaking the hairs rather than pulling them out at the root. Have you only ever used the same waxer? Do you feel smooth after your wax?

Do you get the ingrown hairs on your legs and bikini line?

Instead of body brushing you should exfoliate 2-3 times a week. Try using an exfoliating cloth or mitt with a scrub and always moisturise afterwards. You should see an improvement.

There are also products you can buy to help with ingrown hairs. Magnesium sulphate paste is available from the chemist and is great for drawing them out. A small pot goes a long way and is less than £5 x

Yes. Always the same waxer.

Yeah I get the all over. The ingrown hairs are worst on the back of my thighs and bikini.

I was using a scrub and mitt but that didn't help so they recommended trying a body brush.

I have used magnesium sulphate a few times. But most of the time I can pick them out
 
On the areas you mention those are high friction sites so more then likely the cause. As suggested try exfoliate or use those hard exf sponges also most chemists sell cream for men shaver ingrown usually works really well on legs alt have you spoken to your therapist to inform her incase she might have a suggestion.

I found using environ dermalac daily eliminated this issue of bumps.
 
I don't have much else to add from the above but I would also exfoliate/scrub in the direction of the hair, rather than in circular motions when there is hair regrowth to avoid the hair getting re-trapped in the skin! I've found it helps xx
