Lol I really don't think that Goldwell New Blonde is a popular enough product to warrant Chinese sweat shops spending their time manufacturing fakes. The only mistake he made was probably in how much he paid compared to how much it should cost.
Do a search for popular colour brands and you find them on eBay too - usually sold by someone with a Sally's Card who is making a quick buck with the information they have (I.e. where to buy pro products). That's all selling is though really - you find a supplier and sell on at a profit. Good luck to both of them I reckon.
Or it could be old stock which is out of date or was withdrawn due to quality control and sold on by an unscrupulous warehouseman. Either way I'm pretty sure he won't be insured as its not been sold by a authentic retailer. His friends choice though so let us know how it goes
