Colouring advice

Hi i am colouring my friends hair she is blonde wiv a base of 9. the last time i coloured it i did foils with 2 colours 9/0 and 7/03. It looked ok but i wasnt happy with the blonde as it looked yellow. Any advice on what to use this time would be helpful, i want the main colour to be blonde with a brown going thru to break it up. I dont want to use bleach as her hair is quite blonde anyway and in bad condition.
