Cuticle on toe nails?

hi there

My aunt who is quite elderly has asked me to cut her toe nails and give her a pedicure. I have had a look at her feet and a few of her toes have so much cuticle growth on the nail bed I'm not sure where to start. Any ideas of products to use to start removal of them?
