Cutting tips and pinky length

this may sound silly but it's something that has been on my mind every now and then. I am newly qualified so excuse me if this is a very noob question but I notice that people do the pinky nail shorter than the rest on acrylic sets. I usually cut the tips measuring from the cuticle area side to side to the other fingers. Are they supposed to line up with the others or is there a reason behind leaving it shorter from the rest?

Also I notice some people place the tip cutter underneath the tip after cutting it. Is that an easier way to measure the length? Could someone explain to me how that works? Sorry if it makes no sense lol thank you.
 
The nail bed on the pinky is shorter than the rest and the thumb longer so I cut the free edge in accordance with that.
