Toner too dark and brassy in virgin hair

Hello all, i have had a nightmare with a new lady her hair was about 8 on the ends she wanted a root touch up done on her previous balyage but had a dark colour in between when i lightened the hair at the roots it lightened to a 9 but with some dark orange tones. So i decided to do a 7.1 with a po1 xp range to add in some ash but it went alot darker than i expected. She wasnt happy with it. I just thought a shade darker would have been better than any brassiness the only issue was her virgin hair lightened so had brassy tones at the top. What would be the best way to fix this as i have been having a few issues with virgin hair lightening when toning. I used 1.9% with with colour to tone it down. I have attached what she wanted with the result of the colour after i toned the blonde down (not styled).Thanks
