Do I need to strip out a dyed blonde flour hair

What's the best Way to tone to a base 7 on hair that's been dyed to say a 10 by shop bought loreal dye ? Would I need to strip the colour out first then pre pigment or prepugstraight onto the blonde dyed hair ? Thank you
