Freebie packs, handing out flyers?

In my local town you have to pay to hand out leaflets in the town centre (but it's free to post them) at a cost of £50 a day (which I find a bit ridiculous!)

There's a street festival in the town centre coming up next month where all the bars and shops etc. are open all day into the early evening with bands on and buffets etc.

I was thinking it might be worth paying for the flyer license for the day and handing out to people on this day as it will be so busy (and my salon is only around 3/4 of a mile away and easily reached by bus with alright parking)

I know that people don't really read stuff when you just give them leaflets - so was thinking of putting together some little goodie bags to go with the flyers to attract attention. Only something small like a floral hairclip, a conditioner sample, a leaflet for my salon and a competition form to win something small like a bottle of wine?


Does this sound like something that would draw YOU in as a potential customer? Is it worth a shot? Or does it sound like a bit of a bust? Once I buy the materials etc it'd probably cost me around £150 for the day which is why I'm asking.
 
I think it's a go'er.
Pay the license and go for it but is it a council run event or not?
Also it takes a while for the paperwork to go through and if there's a big event on they may not let you do it that day. Worth checking.
