Hair disaster!

My sister went to a upmarket hairdressers and ended up going back 4 times and paying £140 to get frazzled hair. They bleached the mid length to ends to achieve a dip dye look, this failed. The hair has been left dry and in very bad condition. Since then she had t section foils with 5.25 all over colour. The colour would only take on the new regrowth and turned grey on the frazzled parts. An all over 5.5 was put on. No luck still Green/grey. Left the hair for 4 weeks and worked on the condition. Used an 7.0 first then used a 7.3 to add a golden tone. The hair is in much better condition but she now has bright copper hair. She wants highlights all the way through but I'm worried about the condition. Please help!!

What kind of highlights does she want and why? By the sound of it I don't think any more processes should be done on her hair until the bleach mid lengths and ends are grown out or cut out if her hair was severely damaged already by it and then the extra processes on top of the bleach
