Help - bleach and damage worry

My natural hair colour is strawberry blond. I have had highlights for many years but lately they don't seem as bright as usual.
I've spoken to a different hairdresser who said she can get my hair "whiter" and would use 9% peroxide. I'm concerned as my hair is fine and does break easily.
Will it be ok to use 9%? I think I've only ever had 6%.
I don't see how my hair can change that much with highlights.

I'd say that second picture is bleach then toner. Bleach doesn't always necessarily give you white hair. You also need olaplex
 
No, I wouldn't use 9% on existing highlights. I would expect a good colourist to offer to do strand tests to see how the hair reacts to a stronger lightener mix without risking serious damage.
