I think it's just know as holographic paper, if you do a Google search for holographic nail paper it brings up lots of different versions x

It is fibres! I'm trying to find the listing I saw for it a couple of days ago, they had it in all different colours.
As soon as I find it I'll send you a link. x

Glitter arty sell it.
I think it depends how you place it on the nail/in the acrylic on the effect that you get. (Scrunched closer together or stretched out etc) x
