Highlighted hair help!

Highlighted hair, took off too early and it’s brassy. Tried toning with 11A and made 2% developer. It didn’t do much and I’m afraid to used 5Vol because I don't want to change the dark.

What did it lift to? Is it yellow or orange?
11A would really only work if the hair was lightend to a level 10.
