Highlights over HighLift question, 20/30 volume?

Would love some advice! I've been doing my own hair for years and want to switch my process a little. I'm a natural level 5 and use an all-over highlift tint (wella 12/81 with double 40v) for the roots with bleach highlights (wella blondor with 30v). The color turns out great but the process is a bit of a nightmare and I'd like to change the order up. Normally I do my highlights first and then place the tint between the foils and process at the same time, pulling the foils as they reach desired lift. It's a messy process though and I think the results would come out a lot cleaner if I did the tint first, rinsed, and then did the highlights after. I'm just not sure if I should change my bleach mix though since I'll be putting it over hair that's already been prelightened with tint. I only hesitate because my hair has historically refused with lift at all with a 20. If I change the order and do the foils after I've done the tint and rinsed do I stick with my normal 30 volume developer with the bleach or take it down to a 20 volume?
