Holo chrome/unicorn pigment

Hey, Ive tried using the unicorn powder and it is not working I am using it on top of the blue sky no wipe top coat and it is not sticking, I have tried:
- wiping the no wipe top coat with a dry lint free wipe and also tried wiping with an alcohol wipe
- normal top coat and wiping it with dry and wet wipe
- part curing the top coat
It is working over the second layer of gel although it is not covering the whole nail, help

You need to use a normal gel top coat, then I use a makeup foam wedge to kind of wipe it on from cuticle to tip...it works amazing! Good luck x
