Holographic powder won't stick to non wipe top coat

HELP!! We've tried everything to get the powder to stick to the non wipe top coat but nothing seems to work. I thought that maybe the top coat was over curing but that's not the issue. Please help if anyone knows why this keeps happening. Thanks haha x

I use the 'Layer it' product for Lecente chrome and holographic powders.
You can buy it from Sweet squared or Ellisons.
The order if using cnd shellac is:

1. Prep nail as usual
2. base coat & cure
3. 1 coat of colour & cure
4. 1 coat of 'Layer It' & cure (on No.3 - as if a top coat)
5. apply powder with a foam eye shadow applicator and rub in well
6. 1 coat of top coat & cure
7. Wipe over and check for any missing chrome areas - re-apply powder to the gaps & apply top coat again. Cure & wipe.
