Like Asteropi said peopleperhour.com is another option but I find Upwork.com easy to find freelancers - I even do work through Upwork myself sometimes

You can use freelancer - its a pretty good site that i use. Not badly priced and can set up competitions where people will enter to create what you have asked for and set an amount of days for it to run. From experience i would say you usually get 30-40 responses. If you like an entry and require a few changes you contact the designer through instant chat and tell them what you want so they can change it for you.
