Making/selling cuticle oil help!

There’s a lot of mixed information online, I want to start making and selling my own cuticle oils using jojoba oil, vitamin e oil and fragrances does anyone know the rules on wether you can just start doing this or not?

I’ve check Etsy and plenty of people make and sell it on there along with soaps etc but if anyone has any information that would be helpful! Thanks x
