If I want to be able to wave it like this, will I need layers? Ideally I'd like it to sit blunt and swingy but will that prevent it from curling properly? I'd like both options if poss!

A very light, long layer yes. Enough to keep all the weight in there! This look is so easy i show most of my clients how to do it. I've even tried it on myself by putting a wig on and curling it literally takes 10 minutes.
 
Try having a one length blunt cut and see how you get on with curling it. If you find the curls don't sit right, have some layers put in next time?
 
I wear mine similar to this and mine is all one length
 
Great thank you! Would I be able to swap from centre to side parting sometimes?
 
You having a fringe? The only thing that stops me is the long bits falling over my fringe
