Question about OPI Gel

Just a quick question about O.P.I Gel. I was doing my nails earlier with it but I don't think my second coat of color cured properly. I didn't notice however till I started applying the top coat. The second coat didn't flake off or bubble as I've been told happens when it's not cured correctly, but a fair amount of access came off on my top coat brush. But then. I cured the top coat and then removed the sticky residue and it looked and felt dry to the touch.

My question is, can the UV rays pass through the top coat, as it's transparent, and cure the second coat of color as well in the process? Thanks.
 
What lamp are you using?
 
Was it a dark colour?
 
I was using the O.P.I UV lamp and the colour was a light pink with glitter, Pedal Faster Suzie
 
I've never had that one come off on the top coat brush usually it can help with dark color. Have you changed your bulbs in the lamp?
 
I would check your bulbs. I had problems like that with a UV. I would never use one now. LED all the way. X
