I got my hair done at a salon for a hair color, balck to ash light brown.I ended up having a blister and the toner stain is still on my top of forehead close to the scalp where the hair dresser applied to.
I had my first bleach applied to my root(literally on my overall head) and rest of my hair and had it heat processed for about 10 minutes and another 10min off the heat process to cool down and rinse, for second bleach application left to process without heat for another 10 min, rinse, and tone starting on root.
my head was oozing, but i thought it was nothing serious to just i leave it on to a hairdresser and this is what i got.. blisters are everywhere on the scalp and the water is coming out of it. would it be possible to get a refund and get paid treatment for dermatology?

That's bad. Adding heat to a scalp bleach will never end well. I think you should take this further

What on earth??? Is she even qualified?

Firstly, these days there's no need to use heat with modern bleach products so I'd be very surprised if the product advised using added heat.

Did you tell her it was hurting and were the blisters apparent before she applied the toner?

I think you need to see a doctor and get some expert medical advice. If you have a weeping scalp you must be careful not to get it infected.

Then you need to seek legal advice before you return to the salon. No competent hairdresser would leave you suffering like this.

I have no words for this!
You definitely need to see a doctor chemical burns are very very painful. I can't believe after a double bleach process she applied a toner to your poor scalp!
As Haircutz said if it's weeping you need to protect against infection.
Take pictures of your scalp too and seek legal advise

i didnt know there was blister on my scalp but the hairdresser seem to whisper with their workers about my hair when she was shampooing. as soon as i got home, i called them about scalp damage and they mention my name...sounds like she knew about the damage but didnt tell me.

Poor you.
Definitely take legal advice before you contact the salon again. I've no experience of US laws so can't really offer any other helpful advice.
