Best formula/toner for this. Keeping roots dark - want it as close to silver/blonde as possible.. just want the blonde toned as icy as possible -TIA :)

If you can get the blonde to a almost white then use fudge headpaint grey toner. They have 3 different types of silver/grey x
 
Get the blond as clean as possible then double tone. 10/6 with pastel in wella colour touch first to clean off any yellow or warm tones then go back in with 8/81 also colour touch with 1.9%
