Sticky inhibition layer after wiping

Hi I have noticed when I am using Dsperse to wipe the inhibition layer off of my colour pops, they are sometimes still sticky no matter how much I wipe. Any ideas as to why this is please?

Assuming it’s CND Shellac we’re talking about here, are you curing the product correctly, as well as applying it thinly as opposed to thickly?

Are you using a UV or LED lamp? If UV, could the bulbs need changing?

Sorry should have said, yes CND Shellac. I use the LED lamp. I haven't had this problem before and don't get it when painting onto nails but just pops. I am using the XPress 5 top coat
 
I've found this too when doing colour pops, usually the next day they're fine! Once as a test I put solar oil on instead of just leaving them and found that made them smooth and non-sticky, so I don't know if this is the difference between nails and pops
 
I don't use Shellac but I have also found some of my colour pops still feel sticky after wiping the inhibition layer off - only some colours though, most are fine.
