Very stubborn grey at front

Hi guys

My MIL has white hair at the front of her head then the rest of her roots are dark with 30% white hair.
She wants the first picture, my question is how would you cover the optimal amount of grey? Before I was going back to back foils but tint doesn’t last long at all on her pure white hair.
Would you use an alternate method?
Also would you say the desired colour was bleach, 9.31 and 7.31?....is NXT any good at covering grey? I’ve tried wella and doesn’t seem great

I'm not familiar with NXT, but what did you use in wella?
I'd be looking at doing fine bleach highlights. Do a full head colour in between of 8/1 +8/96 and on the front sections where it's white I'd probably use 99/0 +6% to keep it lighter, but cover the white.
