What does it mean by “action”?

Hi I'm studying to be a nail tech and I'm trying to answer a question but I don't know what the question means. I don't want the answer just some help understanding the question pls. The question is "Explain the action of nail enhancement products on the nail, skin and Cuticles?". What does it mean by action? TIA x

I'm not completely sure but this looks like one of those questions best answered with a table of information.
So:
Down the side of your table list each product used to create enhancements and across the top do 3 columns (nail, skin, cuticle).
This then gives you a box to fill in for each action (what it does/ what is its function)
