Will a 10% developer make roots darker?

I used a wella koleston hair colour in 5.4 red brown with a 20% developer. The roots came out slightly lighter than the rest of the hair.

If i use a 10% developer will the roots come out a little darker but will it still cover grey hair?

Help appreciated.

If your client has over 50% grey you should add 1/2 base 5. Is this what you mean by lighter? What is there base colour?

Base colour is brown. Any Advice? A brown foam on the roots first?
