I might have misunderstood but did you say that someone else rang to cancel on her behalf?

Strictly speaking then, she hasn't actually cancelled the contract as only the parties to the contract can cancel or renegotiate terms.

Otherwise, she would need to provide written permission authorising 'friend' to act on her behalf.

You could quite legally have argued the above if you didn't want to offer a refund at this late stage.

If you are going to have a cancellation policy, you need to make it very clear the time limits involved and I'd strongly recommend at the very least, you require all wedding type bookings to be cancelled 'in writing' .

Just a final thought.
Are you 100% certain that the person who cancelled was acting on her behalf and not someone out to sabotage her wedding?
Unfortunately, it does happen...
